Illegal Cigarettes sale in Pakistan

DCO Lahore has just initiated the drive against illegal cigarettes sale. DCO Lahore’s initiative has emerged at the time when its much needed because an illegal sale of the cigarette is on rife.

The action comprises two phases; In the first one is curative and aimed at making the retailers and wholesalers about the violations that can get them enter the illegal cigarettes sale. For this purpose banners, stickers and posters have been placed outside the retailers, to provide the necessary awareness.

If retailers fail to comply with rules and continue violation, then law enforcement would come in action against them in the second phase.

There are three main violations that cigarette sellers can commit if they enter a deal that contradicts the relevant law.

  1. Sale of Cigarettes Packets without Health Warning

Sale of Cigarette Packets without the Government of Pakistan mandated health warning. As per the Cigarette Printing of Warning Ordinance 1979, all cigarette packages without the Urdu and English textual health warning e.g. “Smoking Causes Mouth Cancer: Ministry of Health” and without the Government mandated pictorial health warning are illegal. However, these type of packets, which are smuggled into the country from Afghanistan, are being sold across the city without any hindrance.

2. Advertisement of Cigarettes outside the shop premises

Advertisement of Cigarettes outside the shop premises is not allowed. As per the health Laws, no one can advertise cigarettes outside the store. However, it is a common practice to put posters and advertisement material in respect of cigarettes outside shops. Last but not the least is the sale by shopkeepers to minors i.e. persons below the age of 18 which is also prohibited under the law. According to information the first part of the campaign is to warn the shopkeepers violating the laws. If the retailers do not comply with the laws even after the warning, enforcement would be started under the law.

3. Selling Cigarettes to Minor

Selling of cigarettes to minors by the shopkeepers to minors i.e. persons below the age of 18  is also prohibited under the law and comes under the illegal cigarettes sale.
